发改委：在峰谷电价的基础上推行尖峰电价机制
7月29日，国家发展改革委关于进一步完善分时电价机制的通知（以下简称“通知”）。
通知指出，各地要结合实际情况在峰谷电价的基础上推行尖峰电价机制。尖峰时段根据前两年当地电力系统最高负荷95%及以上用电负荷出现的时段合理确定，并考虑当年电力供需情况、天气变化等因素灵活调整；尖峰电价在峰段电价基础上上浮比例原则上不低于20%。
通知提出，要进一步建立健全季节性电价机制，分季节划分峰谷时段，合理设置季节性峰谷电价价差；水电等可再生能源比重大的地方，要统筹考虑风光水多能互补因素，进一步建立健全丰枯电价机制，丰、枯时段应结合多年来水、风光出力特性等情况合理划分，电价浮动比例根据系统供需情况合理设置。鼓励北方地区研究制定季节性电采� ....
