The project would turn the two-lane highway into a fully fledged freeway with four lanes, frontage roads and new overpasses between Highway 84 and near Highway 6.
The concrete was still fresh on a four-year, $350-million reconstruction of a Waco segment of Interstate 35 when the word came down in June of a sequel to the project.
