Mandatory minimums bill clears N.J. Assembly, now up to Murphy to either sign or veto

The measured, sponsored by Assembly Democrats Nick Chiaravalloti, Raj Mukherji, Linda Carter and Shanique Speight, was approved by a vote tally of 46-20(4).
“Mandatory minimum sentences may have been intended as a way to help curb crime, but in reality, they have oftentimes done far more harm than good throughout the years,” Chiaravalloti said in a statement.
“Judges must be able to take each individual’s circumstances into account when it comes to determining proper disciplinary measures for a crime. It’s long past time for our state to update these sentencing laws.” ....

Bill to end mandatory minimum sentences for certain crimes in N.J. now goes to Murphy’s desk

A landmark criminal justice bill that would end mandatory minimum sentences for certain crimes in New Jersey, including non-violent drug offenses, is now heading to Gov. Phil Murphy’s desk after being passed by the state Assembly on Monday.
The commission found that ending mandatory minimums for certain crimes would help to eliminate the disparity in the state’s criminal justice system, an initiative Murphy has championed as governor.
It is unclear if Murphy, a Democrat, will sign the bill into law. ....

Bill ending mandatory minimums now covers all nonviolent crimes
TRENTON A new version of stalled legislation that would end mandatory minimum sentences now applies to all nonviolent offenses – including official misconduct, which had held up the previous version of the plan.
The state Criminal Sentencing and Disposition Commission had recommended lifting mandatory minimum sentences for many crimes, though not public corruption often charged as official misconduct. When that got added to the last bill, some balked – in part because bill sponsor Sen. Nicholas Sacco, D-Hudson, has a personal connection to someone facing that charge.
Gov. Phil Murphy opposed that amendment but has pushed for the broader bill, which in its latest incarnation is no longer sponsored by Sacco. ....
