Readers respond: A reason to listen to citizens on houselessness Updated 11:31 AM; In 2015, concerned about houselessness that was growing in Portland, I visited Dignity Village in Northeast Portland. The Village was established in 2000 and provides living quarters in mostly donated or self-constructed tiny homes for 50 to 60 people. The city “donated” the land, the Village pays no rent, there is electricity, liability insurance, Wi-Fi and water to common buildings. Micro businesses generate $600 to $800 per month to pay for these expenses. A group of us citizens visited similar villages in Oregon, in multiple publicly owned sites, established plans and budgets, and presented our thoughts and findings to Portland’s mayor, commissioners, building departments, the joint Office of Homelessness and anyone else who would listen.
