Cover letter latest sticking point in Schenectady police board debate FacebookTwitterEmail SCHENECTADY – Council members are divided over whether the cover letter in a new information packet recently approved by the Civilian Police Review Board should come from the city or the police department. The review board recently voted 6-2 to approve a packet with the cover letter signed by Police Chief Eric Clifford. The paperwork also includes forms for a person wanting to file a complaint against a police officer Over the years, the board has battled public perception that it largely rubber stamps recommendations from the police department and has little to no power. The department s Office of Professional Standards looks into complaints before forwarding their recommendation to Clifford for his review before the matter is sent to the CPRB. ....
