PLANNING WATCH-Those who look at Los Angeles with eyes wide open see cracked and pot-holed streets, broken sidewalks, and a shrinking urban forest.
Curbs and gutters are filled with weeds and litter. Entire neighborhoods are still waiting for streetlights and street sweeping. City crews can barely keep up with bursting water mains and electric grid blackouts. The sun never sets on private utility crews installing 5G towers, upgrading sagging telecommunication cables attached to LADWP utility poles, and repairing natural gas pipelines. 
In the midst of this accumulating urban decay are billions devoted to new mass transit lines, but not to the basic first-last mile public improvements that increase transit ridership. Judge David Carter's Homeless Decision: In the Country of the Blind, the One-Eyed Man is King


PLANNING WATCH-On Monday I read Judge David Carter’s 110 page legal decision and judicial orders regarding homelessness in Los Angeles, mostly in Downtown LA ‘s (DTLA) Skid Row (LA ALLIANCE FOR HUMAN RIGHTS, et al. v. CITY OF LOS ANGELES, et al.).
This suit was initiated by the LA Alliance for Human Rights, an organization representing downtown property owners and residents, but not such prominent homeless advocates as LACAN. Judge Carter’s opening sections offer a detailed account of residential racism in Los Angeles, especially how elected officials used the LAPD to maintain LA’s Skid Row homeless containment zone.  For anyone who wants to learn this history, Judge Carter’s decision is an excellent and accessible read.  ....

This is obvious when we place Los Angeles under the microscope. Separate decisions by thousands of institutional and private investors, supported by City Hall enablers and cheered on by advocates and apologists, are bringing LA to its knees. 
True, these local officials have been dealt a bad hand, which they then played badly. Enormous political and economic forces have buffeted the entire country, including Los Angeles. These dedicated operatives of the Urban Growth Machine, played their part well in this drama, unconsciously ushering in three devastating crises.  ....
