[applause] mr. speaker, mr. president, on behalf of the joint session we welcome you, and we look forward to your remarks. the floor is yours. thank you. mr. speaker, mr. president, honorable legislators, distinguished jurists, friends, my family, our first lady, my fellow idahoans. it is my high honor and distinct privilege to stand before you today to deliver my 12th and final state of the state and budget address. it is my great good fortune to report to you that the state of idaho is prosperous, positive, and poised for even better times ahead. our population is growing fast. our citizens are striving for a future with more opportunities and even brighter prospects. and our state government is leaner, more fiscally responsible, more transparent, more responsive, and better prepared than ever to help

there has been a rise in the prescription of anxiety medications and other sedative hypnotic needs. in 2014 and 15 in rhode island, 33% of those receiving opioid prescriptions were co-prescribed benzodiazapines. this is a tremendous, tremendous deadly combination and has been a significant variable in the increase in opioid overdose deaths in rhode island and the statistics show nationally. so along with fentanyl, we need to look at the co-prescription of benzodiazapine. other strategies for the prevention of initiation include but are not limited to patient education and the use and storage of medication, family education, continued public health education venues and peer recovery resources. treatment within a recovery oriented system of care individualized for the patient that is easily accessible can prevent the progression of the disease and the possibility of overdose. and i can skip here. i m quoting directly here from the rhode island governor s overdose prevention an
congress of american indians for supporting both the indian energy and the irrigation bills through their resolutions passed last october so thank you for getting that done. these measures are small but important pieces to several tribal economies and i don t plan to stop at this point. i intend to continue the conversation with indian country on economic development issues throughout this entire congress. today we heard many examples of how tribes are engines of economic growth and innovative governments. while we triumph in indian country, innovation and progress, we cannot forget those that still need attention and help. president franklin delano roosevelt once said, quote the test of progress is not whether we add more to the abundance of those who have much, it s whether we provide enough to those who have little.
