where are the people? have they heeded the warnings? have they departed? or are they hanging in there trying to fight through this thing? reporter: it s basically a ghost town. this is a popular destination spot during the summer. but during the halloween time, they have a large festival. this place a couple days ago 70,000 people running around here. this boardwalk was packed wall to wall. they evacuated within 24 hours because as the conditions started to worsen shs the governor said people need to leave ahead of the storm anticipating what you re seeing behind us. there are a few strag lers behind. we saw a few residents in dewey beach. the governor said that s a foolish move to make, because he can t guarantee anybody will be able to go out there and help ....

Tons of tourists will pack that popular destination spot. but now as earl is getting closer and looming, there are a lot of concerns this morning. reporter: certainly a lot of concern. there is a lot of people down here. even as sun comes up early in the morning this place is jamming. good waves for surfers behind me and a cool, relatively cool water at the end of a very, very hot summer. so beaches up and down the east coast are lined with tourists and locals alike just trying to cool off and take in the last bits of summer. problem is we ve got a hurricane brewing. not just one but we had two. hurricane danielle rolled in some waves and rip currents, and now earl which is much bigger, much stronger an is going to be coming much closer, that s the big issue here. and it s forecast to come a little bit farther west than they woo hoping. so hurricane watches have been posted last night for right here across the coastline of virginia, all the way down the north carolina coastline, almo ....

105,000 gallons of oil spilled into the ocean. it spread over nine miles. the timing couldn t be much worse. scott is live in santa barbara. a popular destination spot there. two beaches are closed and going to remain closed for the holiday weekend, correct? reporter: that s right. today it s a destination for workers you can see behind me. it gives a sense of just why this is such a big and tedious job. they literally rake the oil covered sand into bags. that will be disposed of. we ve looked at this group since day break. they ve covered a few hundred feet of this coastline. as much as nine miles could be affected. it s unclear at this point how much of the 105,000 gallons that leaked out of the pipeline made it to the ocean. there could be as little as 21,000 gallons. that damage is enough. it s not just they workers. ....
