Polish parliament amends scope of Istanbul Convention


Poland’s parliament adopted by a large majority a law amending the scope of the Council of Europe Convention on preventing and combating violence against women and domestic violence known as the Istanbul Convention.
The new law allows the president to change the scope of the Convention. As it is allowed to do so every five years, the Polish government has withdrawn a reservation it made in 2015, which concerns the statute of limitations for crimes such as forced marriages, female genital mutilation, forced abortion and sterilisation.
The law also specifies two other reservations, which have been retained for a further five years. According to the new provisions, law enforcement agencies will not initiate ex officio cases such as minor offences involving physical violence, which the opposition has already criticised. ....
