HAZEL DELL, Wash. (AP) A Clark County deputy who shot and killed a Black man during a traffic stop in southwestern Washington acted justifiably and shouldn’t face criminal charges, a panel of prosecutors said.
Five Washington state prosecutors wrote Tuesday that the Feb. 4 traffic stop was flawed, but ultimately Deputy Sean Boyle acted “in good faith” when he shot Jenoah Donald, 30, Oregon Public Broadcasting reported.
“Donald’s refusal to exit the vehicle quickly escalated and Deputy Boyle, unable to reach his Taser, drew his weapon and shot Mr. Donald to protect himself and other deputies,” the prosecutors wrote. ....

HAZEL DELL, Wash. A team of prosecutors on Monday found that Clark County Deputy Sean Boyle was justified in the shooting death of 30-year-old Jenoah Donald during a traffic stop on Feb. 4. 
Deputy Boyle pulled over Donald for a broken tail light near Northeast 68th Street and Northeast Second Avenue in Hazel Dell around 7:40 p.m. that evening.  ....

From traffic stop to fatal shooting: New details reveal escalation that left Jenoah Donald dead

The fatal shooting of 30-year-old Jenoah Donald earlier this year started out as a relatively standard traffic stop that sharply escalated when he refused a deputy’s commands to keep his hands where she could see them, according to newly released investigative records.
That drew in another deputy, Sean Boyle, who ended up shooting Donald once in the head as they all struggled inside Donald’s car on the evening of Feb. 4.
In an interview with investigators, Boyle said he was in his patrol car checking Donald’s information when he heard Deputy Holly Troupe calmly and repeatedly directed Donald to show his hands. ....

A Black Vancouver man shot by a Clark County sheriff’s deputy during a traffic stop last week in Hazel Dell had no firearms inside his vehicle, court records show, and a sharp object described by one of the involved deputies, which apparently prompted the escalation, may have been a cordless Kobalt drill on the front passenger’s seat.
Investigators and court records have not indicated that the driver, Jenoah Donald, 30, reached for the item at any time during the incident. ....
