More public school students, especially in elementary grades, could be heading back to the classroom next week under revised health and safety guidelines that include masking and increased cleaning if 6 feet of social distancing is not possible.
About 12 percent of Hawaii’s elementary school students are currently having full-time, face-to-face learning in schools, state Department of Education Superintendent Christina Kishimoto said during a news conference Monday afternoon. ....

Although Maui island has been trailing behind with the vaccination rate of other islands, Molokai and Lanai are ahead of the curve with more than half of the eligible population already receiving doses.
Molokai’s main provider is currently in Phase 1c of the vaccine priority group, while Lanai’s main provider estimates that it may be able to vaccinate all those eligible and seeking inoculations by the end of this month. ....

Teachers' union files complaint over furloughs | News, Sports, Jobs

Hawaii’s 13,000-member teachers’ union has filed a complaint over the “unilateral imposition” of furloughs that are scheduled to start for public school employees on Jan. 4.
The prohibited practice complaint filed by the Hawaii State Teachers Association with the Hawaii Labor Relations Board says that the state does not have the authority to impose furloughs without bargaining, since HSTA has a contract in place until June 30, 2021.
“Collective bargaining is enshrined in Hawaii’s constitution, and contracts cannot be dismissed when the governor considers them inconvenient. Otherwise, why have a contract?” HSTA President Corey Rosenlee said in a news release Friday evening. “If these illegal furloughs are implemented, Gov. Ige would be the third governor in a row to cut teacher pay. Such a move would be bad for education, worsen Hawaii’s teacher shortage crisis and ultimately hurt our keiki.” ....

Thousands of state employees will be furloughed two days a month starting Jan. 1 as the state grapples with a budget crisis spurred by COVID-19.
About 10,160 executive-branch employees will be subject to the furloughs, which could save the state about $300 million if they continue for a year, Gov. David Ige said.
“I have taken every action possible to avoid furloughs because I know how hard this will be for employees and their families,” Ige said during a news conference Wednesday. “To those who say we can wait to implement these furloughs, I say any new federal stimulus funding we may receive will not make up for the massive budget shortfall we are presented with.” ....
