Emergency workers are battling to rescue passengers trapped in at least five overturned carriages with more rescue teams deployed to the scene. An emergency has been declared in nearby hospitals including this one in nawabshah where casualties have been arriving. The Information Minister of sindh gave us more details about the crash. This train was going from karachi. And the accident happened in the between district and the border area. So this train was going to punjab. So this was an unfortunate incident. And definitely the top priority of government is the rescue work, which we are focusing on. All the hospitals of the suburb, the area, the nearby areas are stand by and the government imposed the emergency over there and some and if there are some more critical patients, the government will take them to the different districts. And so to make a private agreement a condition of approval for the commission is often fraught with legal difficulties. One other thought i had, and perhaps this is where commissioner johnson was going with the Development Agreement thought is that there are other circumstances in which the city establishes an Optin Program. Maybe home sf is an example, that a developer may choose to avail themselves of a particular set of benefits that the city offers in return for which the developer may offer more than is otherwise sort of the baseline requirements, so there are other mechanisms that the city could use and other circumstances where the city could have these additional requirements as part of sort of an Optin Program where a Development Gets a particular set of benefits from the city, and then, would agree to offer Additional Community types of benefits.
