Nearly one year after promising swift and bold changes to policing laws, Delaware Democrats are finally pushing a bill to allow public access to records that have been kept secret by the Law Enforcement Officers Bill of Rights.
The bill, made public on Tuesday, would also allow state and local governments to create civilian review boards, made up of non-officers, to hear and have a say in police discipline.
It s one of three bills that progressive Democratic lawmakers announced on Tuesday. The other two would change police use of force laws. ....

One person was killed and two others were injured in a Tuesday afternoon triple shooting in Wilmington s East Side section, police said.
The incident happened just after 2 p.m. in the area of 10th and Pine streets, where more than 20 evidence markers later dotted the street as police investigated.
All three people shot were women. A 37-year-old woman was taken to the hospital and later died. A 26-year-old and 23-year-old were also shot. ....

A 30-year-old man was shot Sunday night in Wilmington s Southbridge neighborhood, according to Wilmington Police.
Police said the shooting occurred at 10:57 p.m. near C and Townsend Streets. The man was taken to the hospital and is in critical condition, police said.
