Feds sue Delaware nonprofit Connections for fraud, doctoring records

The federal government on Friday hit Connections Community Support Programs, a major health care and drug treatment contractor for the state of Delaware, with two separate lawsuits claiming the nonprofit made false claims to receive some $4.5 million in improper payments and failed to adequately document its distribution of narcotics. 
The false-claims lawsuit accuses Connections of defrauding the federal government out of more than $4.5 million by submitting false claims to Medicaid and Medicare for reimbursement of mental health services.
Medicare policies allow providers to bill only for services rendered by people with specific qualifications, and Delaware Medicaid policies dictate whether those services can be reimbursed and at which rate. ....
