will realize soon that there s no way his speakership can survive. if he brings any debt ceiling deal to the floor because the folks who gave him a hard time when he was trying to be speaker are not going to agree some have already said they won t agree to any deal whatsoever, and that may be his biggest political hurdle here, nothing with the white house. if he decides that s true, then what we have to do is do something called a discharge petition, which is this procedure in which if you can get 218 votes you can force a bill like a clean lift of the debt ceiling to the floor no matter what the speaker thinks. so mccarthy would be in the situation where he can t bring him he himself can t bring that bill to the floor, but privately he would want democrats and a handful of republicans to be able to force it to the floor. but the rules around how that happens, they re pretty arcane, takes at least 30 days by rule
