Brighton man pleads no contest to sandbagging charges

Prosecuting attorney Jessica Blanch gave a factual basis for the pleas: On the night of Oct. 4, state troopers drove to eastbound I-96, near the Old Plank Road overpass in Lyon Township, because of a personal-injury crash.
At least one sandbag crashed through the windshield of Livonia resident and Plymouth art gallery owner Cindy Eckley. She would tell state troopers that she saw a man throw the sandbag.
Another person alerted police that night. He told law enforcers that he had just delivered a Brighton man named David Garcia to his home. He had picked Garcia up near Old Plank Road and Grand River Avenue. Garcia told the driver he dropped a sandbag off the overpass and hit a car after blowing a tire on the highway. ....

Her vision was permanently damaged by the glass that pierced her left eye once a 40-pound load of construction materials shattered her windshield six months ago.
“He has a long criminal history,” said Eckley, rejecting Garcia’s claims of mental illness. “He has a long record. Not once on any of his other charges has this been brought up. It’s just a stall tactic. ....

A woman whose car was hit by a sandbag on Interstate 96 and the man who drove her alleged sandbagger home that night gave enough testimony Friday for a judge to send the case to trial.
Novi’s 52-1 District Judge Travis Reeds bound over the case to the higher Oakland County Circuit Court after hearing less than a half-hour of testimony.
Reeds also ordered home confinement for David Vincent-Charles Garcia, 41, of Brighton while he awaits further resolution on felony charges of throwing objects at cars causing serious impairment, assault with intent to do great bodily harm and malicious destruction of personal property. ....
