Ste'fen Baulkman was charged with driving under the influence of alcohol, manslaughter and driving without a license in the March 25 car crash that claimed the life of his younger brother.
The driver of a car that crashed into a home on Montgomery Street in Chicopee, killing his younger brother and seriously injuring a man inside the house, is expected to be arraigned on charges including manslaughter Thursday.
