North Carolina House Passes GOP-Backed Anti-Rioting Bill
The North Carolina state House approved a GOP-backed bill that enhances penalties for rioting and civil disorder coming in the wake of nationwide Black Lives Matter-linked riots and demonstrations last year.
The bill, House Bill 805, would allow property owners to sue for damages incurred during a riot, including court and attorney fees. It also seeks to significantly increase penalties for participating in a riot, inciting a riot that leads to death, and engaging in riots that lead to injuries of a first responder, according to the text (pdf) of the bill.
House Speaker Tim Moore, a Republican, and a group of GOP lawmakers sponsored the measure, saying it was in response to the left-wing riots last year following the death of George Floyd in Minneapolis. ....

Higher penalties for rioting advance in N. Carolina House

RALEIGH, N.C. (AP) Punishments for rioting in North Carolina would be increased and new criminal counts created for mayhem resulting in death in legislation approved by a House judiciary committee on Thursday.
The measure was pushed personally by chief sponsor House Speaker Tim Moore. He cited both the destruction of property in North Carolina cities linked to some demonstrations following the May 2020 death of George Floyd and the storming of the U.S. Capitol on Jan. 6 as reasons for the bill.
Moore has a condominium in downtown Raleigh and witnessed smashed windows, fire and looting there in the aftermath of otherwise peaceful protests against racial injustice. Other state legislatures have considered or passed more stringent rioting laws this year. ....

When Daunte Wright was killed Sunday by a police officer in Brooklyn Center, Minn., Anthony Cottrell had a flashback.
Just like Wright, he was stopped by a police officer for something minor. In Wright’s case, it was an expired tag and having air fresheners in his rearview mirror. In 2012, Cottrell was stopped by a Winston-Salem police officer for not having his headlights on. The police officer eventually placed Cottrell under arrest after he searched Cottrell’s car and found drugs and a gun. But the charges were eventually dropped after the N.C. Court of Appeals found that the officer had violated Cottrell’s rights in conducting the search. Cottrell filed a lawsuit and eventually reached a settlement for $8,420. ....
