CASPER, Wyo. The Wyoming Legislature failed to come to an agreement on how to address a structural deficit for K-12 education funding.
With the legislature failing to pass a bill to address the K-12 deficit, Wyoming will need to use about $331 million in “rainy day” fund (Legislative Stabilization Reserve Account (LSRA)) dollars on an annual basis in order to maintain operation, according to House Majority Floor Leader Albert Sommers (Sublette County).
A Joint Conference Committee tried to negotiate an agreement on House Bill 173 on Wednesday, but was not able to find a solution that would work for both chambers. ....

Gordon signs 'born alive' bill modifying Wyoming abortion restrictions

CASPER, Wyo. Wyoming Governor Mark Gordon signed Senate File 34 into law, a bill with the catch-title “Born alive infant-means of care.”
The bill will update Wyoming’s abortion law effective July 1.
The previous law and the new law can be compared as follows

Statute before the changes: “The commonly accepted means of care shall be employed in the treatment of any viable infant aborted alive with any chance of survival.”
New law: “The commonly accepted means of care that would be rendered to any other infant born alive shall be employed in the treatment of any viable infant aborted alive. Any physician performing an abortion shall take medically appropriate and reasonable steps to preserve the life and health of an infant born alive.” ....

Wyoming Senate work to join protest against Biden oil and gas policies

CASPER, Wyo. The Wyoming Senate is working to formally protest President Joe Biden administration’s oil and gas policies. They passed Senate Joint Resolution 03 on first reading on Thursday which aims to send a message to the Biden administration that orders suspending oil and gas development negatively impact Wyoming.
Whether resolutions have any impact was a matter of debate.
“I’m not a big fan of resolutions,” Sen. Ed Cooper (Big Horn, Fremont, Hot Springs, Park, Washakie County) said. “I think the net result of them is usually to inform the person on the other end that we have removed them from our Christmas card list. But this one is important.” ....

CASPER, Wyo. The Wyoming Senate debated Senate File 34 during their Tuesday, March 2 floor session which proponents argued would ensure that infants born alive when an abortion is performed would be given the same “commonly accepted means of care that would be rendered to any other infant born alive.”
“It is my hope that we can all agree that once a child is born alive, all rights apply equally under the law,” the legislation’s primary sponsor Sen. Cheri Steinmetz (Goshen, Niobrara, Weston County) said. “We have seen evidence this last year in Wyoming that we will go to extreme measures to to save just one human life. This has been exemplified in measures taken to fight COVID-19.” ....
