I dont think its necessary to put the fisa bill first. Our bill is ready to go. It could pass the senate. I think at the very least they would show that we can pass something. We can get it conferenced. We can get it back before the senate for a final vote and we can get to the president. So we can do this with not a great deal of debate, probably with a joint rule between the two sides that there be a couple of hours for debate and a limited number of amendments, and then get it passed and then conferenced it.
