Berlin/Brüssel. Nach der verheerenden Hochwasserkatastrophe mit mehr als 150 Toten gerät Deutschland zunehmend unter Druck, sein nationales Alarmsystem zu reformieren und möglichst auf Unwetterwarnungen per Nachricht - ähnlich wie SMS - an die Bevölkerung in Gefahrengebieten auszudehnen.
Bisher setzt die Bundesrepublik auf mobile Apps, die für die Warnung vor den Überflutungen in Rheinland-Pfalz und Nordrhein-Westfalen nicht ausreichten. Das beklagen kritische Stimmen als unzureichend. Diese Apps erreichten nur 15 Prozent der Bürgerinnen und Bürger, sagte die Europaabgeordnete der Grünen, Jutta Paulus, ....
