This measure would create a program in which cyber personnel could be detailed to other agencies to develop additional skills and help build fill agency skill gaps. Requireslation would identifying cyber petitions positions eligible for rotation and report those to the office of personnel management. It would be required to distribute a list of the positions available for participation.
