The U.S. Supreme Court ruled last year that Louisiana s split jury guilty convictions were unconstitutional. Howard s attorneys, Richard Bourke and Elliot Brown with the Louisiana Capital Assistance Center, argued in April that decision didn t apply to not guilty verdicts.
