Three progressive, first-time candidates are the apparent winners of the Democratic nominations for State College Borough Council, making them the front-runners for the three seats up for election in November. Gopal Balachandran (1,663 votes), Divine Lipscomb (1,434) and Richard Biever (1,191) were the top vote-getters among the field of six candidates in Tuesday’s primary election, according to unofficial totals as of Thursday morning. The trio, who ran together on the Central PA United slate, outpaced current Councilwoman Katherine Yeaple (1,123), current Mayor Ronald Filippelli (933) and former Councilwoman Catherine Dauler (843). Of the approximately 500 mail ballots still to be adjudicated countywide as of Thursday morning, about 55 are from State College voters, Centre County Board of Commissioners Chair Michael Pipe said. Five military and overseas absentee ballots and fewer than 100 provisional votes countywide also are still left to be counted. ....
Three borough council seats are up for election this year. Penn State law professor and former public defender Gopal Balachandran (1,534 votes), Penn State adult student and restorative justice advocate Divine Lipscomb (1,323) and theater company and school owner Richard Biever (1,105) are the top three vote-getters in the race as of 11:25 p.m. on Tuesday. According to the Centre County Elections Office, all in-person votes have been tabulated from each of the county’s 87 precincts, but countywide about 2,000 mail ballots remain to be counted. Processing of those ballots will resume at 11 a.m. on Wednesday. Balachandran, Lipscomb and Biever have run a joint campaign under the Central PA United PAC, which is dedicated to “people-funded campaigns” and candidates with diverse life experiences. ....
