City Council Approves New Budget, Pay Raises For Employees

Despite the pandemic and resulting economic recession, Richmond City Council passed a $774 million budget for FY2022 that includes pay raises for employees.
The budget first presented by Mayor Levar Stoney in March was lean. While it maintained funding for the city’s essential services and departments, it was $18 million lighter than last year. Budget officials said that was due to declining meals, admissions and lodging tax revenues.
“The ongoing pandemic has decimated the finances of cities and states alike, and the City of Richmond is no exception,” Stoney said at the time. “To be sure, this is a Pandemic-era Budget, and city tax revenue projections are still significantly short of what we projected at this time last year.” ....

Attorney: Loving family opposed to city acquiring Shockoe properties

Efforts by the city to acquire land in Shockoe Bottom for a planned slavery commemorative site are moving forward, but the owners of that land say they’re not interested in selling and will fight attempts to take it by eminent domain.
At the Richmond City Council’s meeting Monday, Stephen Clarke, an attorney representing the Loving family, said his clients “oppose any acquisition” of the land that the city is looking to buy from them, and that they “intend to resist the taking of their property” should the city pursue it through its powers of eminent domain. ....

Homelessness Service Providers Face Spending Questions

At the start of the pandemic, Richmond’s homeless service providers began offering temporary shelter in hotels and motels. But residents have since been calling attention to what they say are substandard shelter conditions and a lack of pathways to permanent housing. 
The organization Homeward is in charge of the Richmond region’s homeless services. The city provided them with federal CARES Act dollars to put the motel program in place. 
In recent weeks, some advocates have posted photos to social media showing dirty appliances and moldy motel rooms and sent officials a list of demands that includes conducting an audit of homeless service providers’ expenses.  ....
