Dave Schankweiler, the retired founder and publisher of the Central Pennsylvania Business Journal, has shown he may have the best Rolodex in the Harrisburg mayor’s race, out-raising all candidates who have filed campaign finance reports so far.
The big wild card? Former Harrisburg city councilman Otto Banks, who has the single-biggest donor in the race, but whose campaign committee had not yet filed a report as of noon, Tuesday. ....

On the campaign trail, Harrisburg Mayor Eric Papenfuse is calling for using federal funds to build a guaranteed income program for the city s poorest residents.

Harrisburg Mayor Eric Papenfuse, with the help of a mighty $48.8 million breeze blowing in from Washington, D.C., is calling for the establishment of a guaranteed income program in Harrisburg to help the city’s poorest residents and attack generational poverty.
Papenfuse says the plan, which is little more than a campaign pledge in the midst of a hotly contested primary at the moment, but one he expects to develop into a proposal for City Council’s consideration later this spring, would send monthly payments for up to two years to residents living below yet-to-be-determined income-eligibility thresholds. ....

Harrisburg Budget Discussions End With Slightly Less Additional Funding For Police Department

Harrisburg’s city government is adding 18 new jobs to its police department in 2021, 16 of which are meant for civilians. 
Mayor Eric Papenfuse proposed a new community policing division to increase cooperation with residents. He billed the changes as a strategy to heed nationwide calls for criminal justice reform while improving the department amid a spike in shootings.
The budget adds positions for two captains and two co-responders, who accompany police on some calls with a focus on mental health and crisis intervention. It also adds staff to manage record-keeping, equipment, and a sub-station in the Allison Hill neighborhood.   ....
