　　自蹲点以来，这样的工作状态一直在持续。工作组实现了一个目标：“到现在，西安市高新区的19个街道、园区全部跑了一遍。”
　　绘制工作“导航图”
　　在“立足高新”板块中，图表明确了重点工作是加强工会组织覆盖，然后分解为2个项目：推动组织覆盖、发挥组织作用。“推动组织覆盖”再细分为3种情况，其中“明确组建”细化到五星街道太原村联合工会组建等3个具体基层工会上。
　　“这就是我们蹲点的‘导航图’，都是按照计划项目，随着省、市、区工会的正常节奏开展工作。”姜文良说。
　　5月18日，工作组来到西安，开始了在西安高新区工会的蹲点。到达西安当天，工作组马上与陕西省总领导碰头，了解情况，征询意见；第2天即与三级工会座谈，传达全总蹲点精神，听取各级工会对蹲点的意见建议，建立 ....
