Frontiers | Space Matters: Barriers and Enablers for Embedding Urban Circularity Practices in the Brussels Capital Region

Cities across Europe are increasing their ambitions to embrace a circular economy. In this context, a wide-ranging landscape of urban circularity practices is emerging. This article aims to elaborate on the spatial factors fostering or hampering the embedding of Urban Circularity Practices (UCPs) in the Brussels Capital Region (BCR). The article thus addresses the following set of questions: What do circularity ambitions imply at the urban scale and what is the landscape of practices aimed at realizing urban circularity? What are the spatial implications of urban circularity practices? What could the role of urban design and spatial planning be in embedding and mainstreaming UCPs? These questions are explored both theoretically, through a literature review, and empirically, through case-study research. Frontiers | Carbon Emission Trading Scheme, Carbon Emissions Reduction and Spatial Spillover Effects: Quasi-Experimental Evidence From China

The carbon emission trading scheme (ETS) is an essential policy tool for accomplishing Chinese carbon targets. Based on the Chinese provincial panel data from 2003 to 2019, an empirical study is conducted to measure the effects of carbon emission reduction and spatial spillover effect by adopting the difference-in-differences (DID) model and spatial difference-in-differences (SDID) model. The research findings show that: (1) The ETS effectively reduced the total carbon emissions as well as emissions from coal consumption; (2) such effects come mainly from the reduction of coal consumption and the optimization of energy structure, rather than from technological innovation and optimization of industrial structure in the pilot regions; and (3) the ETS pilot regions have a positive spatial spillover effect on non-pilot regions, indicating the acceleration effect for carbon emission reduction. Geographic proximity makes the spillover effect decrease due to carbon leakage. ....

Frontiers | A Counterfactual Baseline for Assessing Future Environmental Impact: A Case Study of the Belt and Road Initiative

The impact of the Belt and Road Initiative (BRI) on the environment is an important but controversial topic. But assessing it faces a significant challenge for separating its policy impact from the overall effect of economic development that will also have environmental impacts. This paper attempts to provide an evolutionary and counterfactual baseline to evaluate the environmental impact of BRI, based on the distribution dynamics approach and the mobility probability plots (MPPs). Our estimation results suggest that while the majority of BRI economies will lower their emission levels compared with the world average, there are significant differences between BRI and non-BRI countries’ emission patterns and dynamics. The majority of non-BRI economies will have lower emission levels than their BRI counterparts in the absence of BRI policy, indicating that the difference in future emissions between BRI and non-BRI countries should not be completely attributed to the environmental impact ....
