While it is understandable that during this Unprecedented Health care and economic crisis, congress has decided to spend all this money, it is also a great opportunity for congress to undertake serious efforts to reduce wasteful spending. That effort should start with the elimination of earmarks. For the third year in a since the suppose it earmark moratorium, congress has set a record for earmarks according to the criteria we develop in 1991 with the bipartisan Congressional Court busters coalition.
