Spooifey in his comments essentially they were building a building that was smaller than they were allowed to build. They wanted to make sure there werent any units they can build off the table and go to the maximum level. We need more Affordable Housing in San Francisco and more housing and the shipyard is expensive to develop as we put in the infrastructure from scratch. It made sense for them ....
