The is worth pointing out that the question of the right role for government into supporting the care and treatment of the mentally ill is one that has long vexed us as a nation. I apologize on believe of anne hinton who really wanted to be here, but was ill all week and wanted to be here with you today. I will do my best to channel her and do as close to a good job as she would have been if she were here. You are familiar with the fact that california is moving to a managed care model for health care deliveriy and in San Francisco, that means that health care for people on medical, and for people on medical and medicare will be managed care. In San Francisco there are two plans that are responsible for providing that health care delivery. One is San Francisco health plan and one is anthem bluecross. San Francisco Health plan is the nonprofit provider and anthem bluecross is the forprofit provider. In San Francisco we have the twoplan model. For

We have had a lot of challenges with that over the past year or two. In the next couple of years, people who are duly eligible, on medical and medicare at the same time will be entering into that systemment on one hand its kind of scary because we saw to people with
Largely what will happen. The can time sheet processing facility is much more sensitive than our staff are in terms of things that it doesnt like. For example, you cant write in any other kind of pen besides black ink. And you cant stick a sticky note onto the time sheet. And you cant fold the time sheet. Various, little persnickety things that are bad design in my opinion. [ laughter ] a lot of those rejected time sheets will all come to us, but they come back to us quickly and electronically. Well see an electronic image and then well be able to look at it and again, we do the same thing. If we can pay it out, we will before we have to involve any provider. If you do have to get a replacement time sheet were talking another couple of days then. Exactly. And the mail . That is what were trying to avoid, as much as possible. Department of aging and Adult Services, daas and the date of birtheding date of birtheding have invited public testimony on access to services that help people to live independently in the community, this includes transportation, housing, personal assistance services,cess to health care, hospital transit services, access to information and more. This hearing is an opportunity for adults with disabilities and seniors, as well as Disability Advocates to share their thoughts and experiences about what is challenging about Getting Services and health care in San Francisco.
