1933年12月15日，中央执行委员会颁布了关于惩治贪污浪费行为的训令，这成为我党最早惩处腐败分子的法律条文。根据训令，查处了一批基层贪污腐化分子，其中有送法庭制裁的，有开除职务的，有给予严重警告、警告处分的。
延安时期，随着党员数量不断壮大，基层腐败问题有所抬头，出现了基层干部私用公款、私卖公物、擅自向群众借款、贪污群众粮食牲口等腐败问题。有的干部将破获赌博案的罚款据为己有，一文也没有登记;有的干部假造决算，假造报告，虚报人数而多领伙食费。
针对此，陕甘宁边区颁布《陕甘宁边区政务人员公约》等规定，提出政务人员要公正廉洁，奉公守法，不贪污受贿，不腐化堕落，坚决惩处滥用职权、假公济私和乱耍私情的腐败分子。
