JROC Takes More Control Over Service Weapon Buys

WASHINGTON: The Joint Requirements Oversight Council (JROC), led by Joint Chiefs Vice-Chairman Gen. John Hyten, is asserting new powers to direct how the services fulfill Combatant Commanders’ needs to ensure the future Joint Warfighting Concept (JWC) is not undercut by competing service imperatives and parochial rivalries.
This represents “a little bit of a different take on how the JROC has been run before,” said Brig. Gen. Rob Parker, deputy director of the Joint Staff J6 directorate for Command, Control, Communications, & Computers/Cyber. The idea, he told AFCEA today, is for the JROC to be “more prescriptive, directive to the services.” ....

WASHINGTON: The Joint Staff and DoD’s Chief Data Office David Spirk have agreed to lead a new process to set data standards for all future military sensors and weapons to connect at machine speed the foundation for success in All Domain Operations, leaders of the J6 say.
“I believe all of us have come to understand for JADC2 to truly function as a joint warfighting capability, we’ve got to have the data foundation. And so, this is a critical first step,” said Army Brig. Gen. Rob Parker, JG deputy director and head of the JADC2 Joint Cross-Functional Team (CFT). The Joint Staff’s Joint All-Domain Command and Control Campaign Plan Experiment 2 allowed Army, Navy, Air Force and Marines to share information and display it as a common operational picture.
WASHINGTON: The Joint Staff has called an all-hands-on-deck conference for the end of the month to hash out common data standards for future Joint All Domain Command and Control (JADC2) operations, says Marine Corps Lt. Gen. Dennis Crall, head of the J6.
“We’re going to tackle that at the end of January in a conference [where] we’re bringing together all of the folks who have a vested interest and we are going to attempt to settle this, or at least bring in some courses of action that we can use … in the department to have our senior leaders make decisions,” Crall, who in his role is leading the Joint Staff effort to develop a JADC2 strategy, said in an exclusive interview. ....
