Good morning and welcome to the Cato Institute. My name is julian sanchez, im a senior fellow here and im grateful to everyone has come out bright and early to the auditorium at cato for our 2019 surveillance conference. Weve been doing this for some five years now. When we launched this in the aftermath of disclosures about both a fake election by former contractor snowden, the nsa itself was a fairly obscure agency unfan with most americans and as we kick off our 2019 conference, we find that now even intelligence oversight is itself very much in public headlines. We have an impeachment proceeding kicked off in significant part by reports from the from the Intelligence Communitys Inspector General. We have forth coming next week a breathlessly awaited report on allegations of misuse of the Foreign Intelligence Surveillance Act during the 2016 president ial campaign. We have proceedings aired, going to be from the house Intelligence Committee. So even intelligence overseers now are at

Thank you for repeating today. Thanks for your testimony today. I just want to lock one thing down where i i heard to make answers from your earlier. Ms. Maloney was kind of going through a list of regulators, and wanted to know if you would wait for their approval, and she went to a whole laundry list of them and your answer was, for the parts that apply yes, yes,e going to go and seek their approval. Her used the word seek their approval. Other times you said we will get their approval. So just from facebooks standpoint, are you willing to seek the approval or are you going to wait for the approval before anything is launched . Congressman, it is the latter. Thank you for the opportunity to clarify that. We are not going to launch anything until we get the approval. I also, if its okay, want to

Good morning. Ince becoming chairman january, ive been trying to find a solution to the problem that we all acknowledge which is a border out of control, laws being abused, humanitarian crisis, a National Security crisis in the making, and in march, the Committee Held a hearing to learn the scope of the problem. , the numbere of families have doubled, the problem is beginning to be unmanageable, we are all concerned about the humanitarian conditions which is why we supported a 4 billion appropriation to provide better housing, but we have done nothing to stop the flow until today. A bill i introduced after the scope of the hearing that was based on the best advice i could get from those in charge, and the dhs director who testified in june said the bill we had before this committee would stop 70 to 90 of the flow. My colleagues on the other site said what about Central America. You are right, we need to invest in Central America, but there is not enough money to invest until we change
