A Republican company created the four redistricting plans. All the plans A, B, C and D would violate the redistricting principle of “packing” which, in the case of these plans, would place most voting-age Native Americans into one district, thereby limiting their ability to influence more than one commissioner.
The Sandoval County Commission has reviewed multiple redistricting plans prepared by New Mexico Demographic Research Organization and a plan Commissioner Katherine Bruch asked to be included that was prepared by the vice president of the Sandoval County Democrat Party. The commission continues to listen to comments from the public, including residents of towns, villages and communities of common interest and Native American Pueblos. Districting is much about the numbers of people each district represents.
Under the ordinance, cannabis retailers are defined as being allowed to sell their products to “qualified patients, primary caregivers or reciprocal participants or directly to consumers.” Tobacco retailers include “any convenience or grocery store that has at least 25 percent of their retail space dedicated to tobacco products.”Also under the ordinance, there must be a minimum of 500 feet between each tobacco or cannabis retailer, plus at least 300 feet separating a cannabis retailer from a school or daycare center. Those requirements won’t apply to a tobacco or cannabis retailer that was established prior to the ordinance.
Capt. Allen Mills with the Sandoval County Sheriff’s Office told the County Commission that the policy entails considering voluntary termination of a pursuit in situations where the danger posed to citizens and deputies outweighs the need to stop a fleeing suspect.
