　　党的十八大以来，以习近平同志为核心的党中央着眼人口发展的转折性变化，作出逐步调整完善生育政策、促进人口长期均衡发展的决策部署。2013年、2015年，单独两孩、全面两孩政策先后实施。从第七次全国人口普查数据看，10年间0至14岁少儿人口占比提高，由于政策调整原因全国累计多出生二孩1000多万，出生人口中二孩占比由政策调整前的30%左右上升到近年来的50%左右。出生人口性别比从2013年的118降至2020年的111左右。
