軍方人士指出，軍政副部長這個職位沒公布接任人選，「等於恢復文職」，否則這波參謀總長人事案應一併發布。據了解，軍政副部長一職係軍文職通用，扁政府與馬政府均用文人，蔡政府上任後，改用軍職，國軍上將人數因而多出1人，從7人變8人。
軍中人士認為，能接任文人副部長的人選頗多，府方口風很緊，至於陳文政是否由幕後走到台前接任副部長，或蔡英文總統另有口袋人選，很快便能知曉，而出任副部長人選，極可能就是下任的文人部長。
