COUNCILLORS were ‘at risk’ of repeating past mistakes and of putting Craven District Council in danger of an award of costs if plans to build a roof terrace in Carleton were turned down and went to appeal, it was claimed. The council’s planning committee - which narrowly refused the scheme - was told an amendment to plans for barn conversion, West Croft Cottage in West Road to allow a roof terrace with external staircase, should be turned down on the grounds of poor design, overlooking and it being adjacent to the Carleton Conservation Area. Planning manager, Neville Watson, told the online meeting that there had been extensive correspondence with the applicants about the design for it to come to an acceptable, approved scheme, and that the proposed new amendments took it back to what officers perceived was unacceptable. ....
