Mr. President, Excellencies,
I thank the British Presidency for convening this debate and for your invitation to brief on a subject of grave concern.
The climate emergency is the defining issue of our time.
The last decade was the hottest in human history. Carbon dioxide levels are at record highs, and wildfires, cyclones, floods, and droughts are the new normal. These shocks not only damage the environment on which we depend; they also weaken our political, economic and social systems.
UNDP Support to Conflict-affected Countries

On behalf of UNDP management, I would like to thank Director Oscar Garcia and his team at the Independent Evaluation Office for their useful and timely findings and recommendations on UNDP’s support in conflict-affected countries. We look forward to the discussion with Executive Board members today.
The recommendations will be used as inputs into UNDP’s new Framework for Development Solutions for Crisis and Fragility (“Crisis and Fragility Framework”), which will guide UNDP’s work in crisis contexts going forward, supported by a number of new policy and programme offers from the Global Policy Network, and will inform the next Strategic Plan 2022-2025.

1. Madame President, members of the Executive Board, colleagues, and friends. It is my great pleasure to join you today for this first regular session of the UNDP/UNFPA/UNOPS Executive Board for 2021.
2. Allow me to begin by congratulating Her Excellency Ms. Lachezara Stoeva, the Permanent Representative of Bulgaria, on her election as the President of the Board, and welcoming our new Bureau members for 2021.
3. I would like to express my gratitude to the outgoing Bureau members. In particular, I want to offer my heartfelt thanks to the outgoing President, His Excellency Mr. Walton Webson, Permanent Representative of Antigua and Barbuda, for his unwavering leadership and guidance.
