Changes at the Canadian border with the United States came into effect for travellers Monday, but don’t get confused, despite the sense of hope brought by the loosening of restrictions.

Fully-vaccinated Canadian citizens, permanent residents and others currently able to enter the country will no longer have to complete a 14-day quarantine upon arriving in Canada, pending a negative COVID-19 test. But officials warn the border still isn’t open to all. ....
