A federal charge of sexual exploitation of a minor will go forward against Ricky Dale Howard, the Nocona man who is a person of interest in the disappearance of teenager Caleb Diehl. 
Federal Magistrate Judge Hal R. Ray Jr. ruled the case will proceed after testimony Thursday from an FBI agent and an investigator with the 97th District Attorney s Office in federal court in Wichita Falls.
The preliminary hearing was like a mini-trial in which evidence was presented so the judge could decide if the case would proceed or be dismissed. 
Ray found there was probable cause to show Howard, 59, committed the offenses alleged in the FBI agent s complaint, according to an order Ray filed Thursday after the hearing. ....
