Police Officers Are Disciplined for Not Making Enough Arrests, Cop Claims

A Texas cop has claimed she was pressured to meet quotas, including writing tickets, or face being disciplined by her bosses.
Officer Kayla Walker hit out at her employers at the Richardson Police Department last month, and accused them of illegally forcing quotas on its employees.
According to The
Dallas Morning News, Walker told Richardson City Council: The Richardson Police Department has been illegally using quotas to evaluate and discipline patrol officers for not writing enough tickets, arresting enough people, or making enough citizen arrests.

RICHARDSON, Texas Officer Kayla Walker of the Richardson Police Department recently stood before the city council and accused her bosses of violating state law by enforcing a traffic ticket quota, according to a local report. She was described as a “brave policewoman” by a reporter for The Dallas Morning News.
Ticket quotas are illegal in Texas. Walker says the department has done this for decades. She told the council she was speaking on behalf of current and former officers. She later said that’s about 30 people, according to the report.
In her words: “The Richardson Police Department has been illegally using quotas to evaluate and discipline officers. Patrol officers are threatened with punishments for not writing enough tickets, arresting enough people and making enough citizen contacts.”

Richardson Police Chief Jim Spivey is retiring after 50 years in law enforcement.
“I have been honored to serve the citizens of Richardson with this great organization of men and women dedicated to public safety” Spivey, who plans to retire May 31, 2021, said in a prepared statement. “I am proud of the work we have accomplished during my service and I take comfort knowing that the great work done by the department is going to continue well into the future.”

Spivey spent more than 50 years working in public safety. His career in Richardson began in 1995 when he was hired as a captain. He was then appointed to Richardson s Chief of Police in August 2009.
