天津北方网讯：为加快发展保障性租赁住房，近日，市住房城乡建设委会同相关部门起草了《关于非居住存量房屋改建为保障性租赁住房的指导意见(征求意见稿)》，面向社会公开征求意见。其中明确，本市行政区域内合法建设的，闲置和低效利用的商业办公、旅馆、厂房、仓储、科研教育等非居住存量房屋，经区政府组织联合审查认定后，允许改建为保障性租赁住房。
