There were echoes of war before he was appointed the Acting Inspector-General of Police. The situation was such that policemen went about their lawful duties in mufti.
They were also restricted in areas of operation as a result of attacks from people widely tagged unknown gun men who invaded police stations, set them on fire, kill and maim officers and men.
