It was passed as part of an omnibus appropriations bill that also included $900 billion in COVID-19 relief measures. The funding package is headed to the White House for the president’s signature. Both the inland waterways and ports have reason to celebrate the bill. The package included the top priority of the Waterways Council Inc. to adjust the cost-share for construction and major rehabilitation of inland waterways projects from 50 percent Inland Waterways Trust Fund (IWTF) / 50 percent general revenue ....
Share: President Donald Trump is expected to sign on Tuesday a massive relief and federal spending package passed by Congress late Monday that authorizes major port expansion projects and opens $1 billion in funds for harbor maintenance dredging. The port funding legislation, the biennial Water Resources Development Act (WRDA), was part of a $1.4 trillion fiscal year 2021 appropriations omnibus bill that also contains $900 billion in emergency COVID-19 relief and program funding for the U.S. Department of Transportation and other federal agencies. WRDA formally authorized the expansion of the Houston Ship Channel, known as Project 11, an $885 billion project that will allow for two-way traffic of next-generation-size containerships. ....

Trying to keep its track record intact, the House passed by voice vote the Water Resources Development Act of 2020, sending it on to the Senate for final congressional action. Rep. Peter DeFazio (D-Ore.), chairman of the House Transportation and Infrastructure Committee, called the bill a “bipartisan, bicameral agreement,” and highlighted authorization in S. 1811 for all 46 reports a record number of the chief engineer of the U.S. Army Corps of Engineers, 27 new feasibility studies and expedited completion of more than 60 ongoing studies. DeFazio also pointed to provisions to ensure full utilization of the Harbor Maintenance Trust Fund by unlocking funds that have sat idle for decades. ....
