good morning. it s 5:30 on this wednesday april 6th. david is all. we ll head over to karen rogers. she s got your accuweather and matt pelman has traffic. good morning. good morning. we re off to a cold start again, temperatures colder than yesterday morning in most areas. a freeze warning once again this morning until 9 o clock. protect any of the potted plants. hopefully you already brought them in. look at these temperature. 20 degrees in martins creek, one in coatesville, 23 in pottstown, you re a little better in center city itself sitting at the freezing mark but it s still cold. in new jersey 21 in hammonton and vineland. 22 in glassboro near rowan and 27 degrees in dover, delaware. here s what satellite6 and action radar look. clouds until tomorrow and add some rain to the picture tomorrow but today we re dry. lots of sunshine. just a few clouds. and this afternoon it s not as bad as it was yesterday afternoon. temperatures will be about 10 degrees warmer so by 9
across the lehigh arena and delaware valleys. a system brings rain and that dreaded word snow. meteorologist chris sowers is tracking all this, chris we ll either love you or not like you so much. even in areas where we pick up the snow it s april and the temperatures are going to only allow them grassy accumulations. if you see weather like this, whatever snow you see doesn t stick around very long. national weather service has issued a weather add adelso advisory. you can see the rain on the front end of northern portions of pennsylvania picking up light snow. it s called a clipper system. nine out of ten times they are not powerful storm systems as they march across the northern tier states. this has more of a punch to it, some bands coming through, some of it will come down at a good clip. this blue color represents a mixture, frozen precipitation, weather it s sleet and wet snow mixing in with rain. it s knocking on the door mush pushing through southeastern penn
live within the constitutional con strastraints of buckley and that s what s led to some of this sort of starts and fits of reform. the other thing i think buckley has changed, or what would be different if there hadn t been buckley, is that probably political parties would be much stronger and much more in control of their candidates, much more influential over their candidates and so that would probably be a big difference as well. yeah, i was going to ask you about what do you think the impact would have been on parties? can you give us a reason why do you think the parties would be stronger if, under that scenario? well, the parties are a source of resources, of brand name, and so if candidates are less free to raise their own resources, make their own brand, then they have to rely on the parties more. and, therefore, you re going to see more party discipline and you see, you know, more powerful parties in the u.s. like you see in european countries. there wouldn t be
overall blackhawk fleet. and we would slow the modernization of the fleet by 5 to 10 new blackhawks a year. together those would pay for the option. there are disadvantages to this without question, but we felt they were outweighed by the advantages of keeping some apaches in the guard. i should say while we spent time on the costs and they re important, there are other important factors. i have mentioned two. wartime capacity and surge capability. i ll mention one other one. keeping apaches in the guard helps integrate the regular army and the guard, and that s one of the commission s overarching goals. under the commission s proposal, the apaches in the guard, there would be one more area where the regular army and the guard could train together in peacetime and if necessary, fight together in war. that completes the very brief discussion of the apache transfers, more details, of course in the report and glad to take questions when that time comes. mr. chairman. thank you
department is responsible for investigating the service determining if children should be in the home or removed from the home on a temporary basis while working with the children and identifying safety issues and reunifying children if possible. if not we determine a permanent plan for the child through legal guardianship or adoption. all children in need of protection of abuse and neglect are eligible to get services and it s the legal responsibility to seek out relatives to serve as a viable placement option for the youth within the united states and within their home country so that s what our staff would do, locate relatives and place them with them. at this point family and children services has not seen an increase of the children come being to our attention. many children are being placed with relatives. we have been in discussions with the state department of social services that indicated that is where the federal government is placing these children is relative and
