In pursuit of organizational transformation, the DA-PCA enrolled under the Performance Governance System (PGS), the Institute for Solidarity in Asia’s (ISA) platform for designing, executing, monitoring, and sustaining strategy for the attainment of genuine and lasting reforms. The ISA’s PGS is recognized as the Philippine adaptation of the Harvard’s “Balanced Scorecard” framework, which is designed to help organizations execute transformation initiatives. ....
