Dont know whether a payment plan constitutes a contract for which this Contracting Party has breached but i think thats pretty fair guess about what the posture might be. Ok, im just not seeing litigation over that before but im just curious if thats where were headed. I think given the size of that penalty, that is likely on the mind of the bureau when you look at the last committee on the list there and that particular committee has evidently refused to pay. A penalty that is less than 20 of size of the first one we were speaking about and the bureau indicates that their intention to litigate and collect that penalty.
