为应对人口老龄化带来的挑战，中央和地方纷纷出手。
在地方层面，多地开始立法应对人口老龄化带来的挑战。《法治日报》记者注意到，目前江苏、甘肃、山东、上海、广东、河北等多个省市已经制定了养老服务条例，河南、贵州等地正在制定中。
中华女子学院党委书记李明舜6月14日接受《法治日报》记者采访时说，在我国逐步迈入老龄化社会的当下，多地针对养老服务进行立法，有利于更好地保障老年人的合法权益，建议在地方性法规实施一段时间后，对其实施效果进行评估，总结相关经验后在国家层面进行立法，从而更好地应对人口老龄化带来的挑战。

为了让老年人也能够享受到数字便利，上海还将相关内容列入地方性法规。今年3月20日起施行的《上海市养老服务条例》规定，各级行政管理部门、提供公共服务的机构和企业，在为老年人提供公共信息服务时，应当符合无障碍环境建设标准，满足无障碍信息传播与交流的需求，推广应用符合老年人需求特点的智能信息服务;为老年人提供公共服务时，应当充分尊重老年人的习惯，保留并完善传统服务方式。
通过立法应对人口老龄化挑战，已经成为多个地方的共识。记者注意到，在省级层面，江苏、甘肃、山东、上海、广东、河北等地已经制定了养老服务条例，河南和贵州的养老服务条例正在制定中，安徽、重庆、内蒙古、四川等地已经开展立法调研或者论证工作。
