　　养老机构应当制定突发事件处置和消防安全应急预案，开展经常性安全检查，定期组织开展应急演练和安全培训。突发事件发生后，应当立即启动应急预案，落实应急处理措施，及时疏散、撤离、安置入住老年人，预防危害发生或者防止危害扩大，并及时向有关部门报告。 　　第四十六条  养老机构暂停或者终止服务的，应当于暂停或者终止服务60日前，书面通知老年人或者其代理人，并书面告知民政部门。 　　老年人需要安置的，养老机构应当根据服务协议约定与老年人或者其代理人协商安置事宜。民政部门应当为养老机构妥善安置老年人提供帮助。 　　县级以上人民政府应当建立城市与农村养老机构对口支援和合作机制，通过人员培训、技术指导、设备支援等方式，提高农村养老机构服务水平。 　　第四十八条  县级以上人民政府�
